What's the best affiliate program to participate in on line?

I'd like to get an online business going to augment my current income. Affiliate programs seem to be the best way to get started for the least amount of money in the shortest period of time. Assuming I don't already have a web site, what's the best program to get started with?

Anyone have first hand experience?
