Is there a FREE blog host that will allow you to sign up for online affiliate programs?

I've noticed that some hosts make you upgrade before you can be a part of affiliate programs (and make money with your blog).

I was hoping to find a host that would allow a person to sign up for a free blog and still incorporate ads to make money.
