I suggest that you seek the advice of an employment attorney before you land yourself into hot water with the Labor Board and the Banking Commission.
Obviously, you are dead set on paying people by 1099 so you can escape all liability...but the law doesn't allow you to pick and choose which people you pay by 1099.
Seek an attorney's advice.
